In a nutshell

Citizens need a secure and simple way to access the growing number of digital applications of the public administrations (e.g. Tax-on-web, MyPension, MyCareer, SME portfolio, application for study allowances, municipal electronic counters, etc). They can currently do that by using their electronic identity card or itsme®  (an online application that allows a citizen to identify himself online, log in, confirm transactions, or sign documents for over 800 Belgian government platforms and companies.)

However, the majority of border workers, expats, non-residents, persons with a special identity card … don’t have the possibility to log in online to the services of the public administrations since they don’t have an electronic identity card and cannot consequently use itsme®. 

In the region of Brussels, more than a third of the population comes from abroad (approximately 440.OOO persons). Hence, it was really important to provide them with a solution to be able to do their administrative tasks online. Consequently, the SPF BOSA developed an application, the LRA (Local Registration Authority), that allows the municipal official to easily assign a digital key to the citizen who requests it. Every citizen can now access the e-government services easily and in a totally secured way.

What makes the service user-centric?
The LRA is totally free of charge and available via the Internet so that no investment or technological adaptation by the municipality is required.

Moreover, the process is fairly simple:
1) The citizen goes to the local authority counter and explains that he needs a digital key to access the online services of the administration.
2) The municipal officer searches for the citizen in the national register or register bis via the LRA application and sends a link to the citizen's e-mail address via the application.
3) The LRA application then generates an activation code for the digital keys. The municipal officer prints out this code and gives it to the citizen.
4) The citizen clicks on the link he received by e-mail and enters the activation code. The citizen can now create a digital key by himself.
If the (foreign) citizen does not appear in the (national or bis) register, the municipal officer can immediately create this person in the bis register via the LRA.

This application gives to all the citizens in Brussels equal rights to get access tot the administration online.

What impact has the service had?
More than 30,000 electronic keys have been provided in 2021 and 2022. The benefits for users are enormous as they can now carry out their administrative procedures online in a simple and secure manner.
How was the service co-created?
It is in 2018 that the SPF BOSA developed the LRA application. However, the municipalities were reluctant to implement the LRA in their own municipality. Until June 2021, only 1 municipality offered digital keys via the LRA and only to the residents of its own municipality. In September 2021, Easy.brussels launched information campaigns in collaboration with Brulocalis in order to explain to the municipalities the benefits of the LRA for the citizens and how to implement the application. 500 flyers and brochures in French, Dutch and English were distributed to each of the 19 municipalities. In addition, easy.brussels organised training sessions for the administrative staff on the different ways available to citizens to complete their procedures online. At present, almost all of the 19 Brussels municipalities offer the LRA and are happy to provide this additional service to their citizens.
