In a nutshell

The Accessibility Information System (LIPS) is a portal for publishing information about the accessibility of objects. It aims to facilitate the mobility of people in target groups and to be a tool for assessing and analysing accessibility. The information system contains accessibility guides and information materials, on the basis of which all companies and institutions can assess the accessibility of their services and improve them with simple tools. All authorities can link the data in the accessibility information system to the data in their systems through open data that is freely available to everyone. A good example is tourism-promoting portals, which display accessibility information at sites.

The website is primarily intended for people with special needs, for whom the issue of accessibility is very important. Our target group also includes, for example, parents with children, the elderly and tourists. In addition to tourists, we also publish information in foreign languages. More broadly, the issue of accessibility is relevant to all people, and we want information on the accessibility of various social objects to be conveniently found. Our data can also be used as open data for other administrators of information systems and web portals, who can also use the accessibility information of an existing object in the LIPS system on their website.

The aim of the digital service is to facilitate the mobility of people belonging to target groups. This is due to the opportunity to choose in advance the itineraries and objects to visit. In addition to information, the service also includes photos and video tours of the routes and possible obstacles. The system data is updated practically every day and the owners of the objects can provide input on the timeliness of the accessibility of their objects /institutions. Suggestions about objects and comments can also be sent from citizens.

What makes the service user-centric?
LIPS has connections with various systems, including the Tallinn Operational Information System, the Public Gathering Information System and the Tallinn Public Transport Stop Information System. In addition, we release object accessibility data through the public API service (https://lips.tallinn.ee/est/objects/api).

The information system makes it possible to narrow down the search selection based on different needs (including disabilities), and new search parameters can also be created operatively (eg to find polling stations).
What impact has the service had?
Accessibility information on both private and public services has been made available to citizens, enabling people with special needs to search for and navigate to according to their needs.
All of municipality accessibility information in one portal, there is no need to duplicate this information on other websites.
As the accessibility data in the LIPS is available as open data, it can also be used by other local governments.
How was the service co-created?
Various agencies of the city of Tallinn, the Tallinn Digital Service and the contract developer Alphagis OÜ have contributed to the development and development of the information system. Representatives of disabled people's organisations have been involved as key players in the creation process. Based on their input, system functions were developed and cooperation continues to this day.
