In a nutshell

Today, environmental pollution is already commonplace, there are countries where it is difficult to find clean drinking water. In order to make this issue a little easier, Jelgava has created a tracking system of decentralised sewage, which makes everyday life easier for those who want to get rid of sewage, as well as sanitation service providers, as well as supervisory authorities. In this way, it is possible to carefully monitor where the wastewater ends up and whether it does not harm the nature.

There are 61,000 inhabitants in Jelgava city, most of the households are connected to centralised water and canalisation supply, however some 2-3% remain using decentralised systems. To improve monitoring system, an information system platform was created in the city of Jelgava, using the historically collected  information, which performed registration of the decentralised sewage system, submission of reports, monitoring and data validation.

It is planned that the system is used by 4 main groups of users: residents (owners) - registering decentralised sewage system and registering the services received, municipal specialists controlling the compliance of the construction and operation of the sewage treatment plant with the requirements of regulatory acts, the municipal police, who can control the conditions of use of the sewage treatment plant and sanitation service providers, who register the provided volume of services, thus allowing to monitor whether the requirements of environment protection and other regulatory acts are complied with.

Developed system provides user friendly and intuitive option for all involved parties to add information regarding existing decentralised canalisation units and register maintenance and service data for these.   

 

 

What makes the service user-centric?
The access to the functionality of the section is provided with the possibility to register with an e-mail address, a mobile phone number or using the latvija.lv authorization tool, where additional contacts - e-mail address and mobile phone number - must be specified when registering for the first time, in order to ensure communication outside of the interactive map developed sections. Upon registration, the owner must receive a registration confirmation link to the specified e-mail address, which upon opening completes the registration process. In the development of the additional section of the interactive map, digitization of this service is foreseen, providing residents with the opportunity to register their system in the karte.jelgava.lv section of the website. After registration, the municipality (Municipal police, Department of development and City planning of Jelgava municipality) must ensure that each registered sewer system is maintained. All forms are designed to be intuitively understood and easy to fill out, providing for mandatory fields, without which correct forms cannot be saved. Owners or legal owners of decentralised sewerage systems provide the opportunity to confirm the information entered by the service provider about the performance and scope of the service, as well as access to the electronically stored file of the payment confirmation document.

Such a system has not been implemented in Latvia before, Jelgava municipality was the first to do it. Currently, 804 members use the system.

The data protection officer ensures that the general data protection regulation and privacy are respected when processing personal data requirements at EU and national level.

What impact has the service had?
The goal of implementing the Jelgava Decentralized Sewerage System Information System (hereinafter - JDKS IS) project is to reduce the administrative burden and provide a simple and intuitive working environment for the user, in order to facilitate long-term planning of the need for the construction of centralized sewerage networks, as well as to reduce the potential negative impact on the environment. The introduction of the system reduces the need to perform manual data processing, reflects the actual removal and release of wastewater by service providers in treatment facilities, as well as ensure the successful work of the controlling authorities and timely detection of dishonest service providers as well as service recipients, which reduce the negative impact of untreated wastewater on the environment. JDKS IS provides transparent and licensed service provider cooperation model with service recipients and owners of wastewater treatment systems, as well as provide data auditing to ensure and control the responsibility of all involved parties for compliance with regulatory acts, as well as eradicate illegal service provider commercial practices. JDKS IS development costs have been calculated based on previously developed equivalent IS development and the experience of Jelgava City Council's Administration Information Technology Department in the development and implementation of systems in the municipality. Conceptual long-term benefits include, but are not limited to, illegal discharge of sewage into the city's green areas and infrastructure (forests, ditches, storm water drainage system, etc.), transparent and verifiable auditing and analysis of service receipt and delivery reports, effectiveness of centralized sewerage network development planning , based on the data created in the Geospatial System about the areas of high users of decentralized sewerage, and will also reduce the implementation of non-transparent commercial practices that reduce state budget revenues.
How was the service co-created?
The parties involved in the development, implementation and monitoring of the system are Jelgava digital centre ensuring everyday management of the information system, Jelgavas udens Ltd operator of waste water treatment plant in Jelgava city, Multi-disciplinary company of the communal services (sanitary service provider), Jelgava city building authority – registering and supervising of quality and safety of the systems, Jelgava city property management department – registering sanitary service providers, Jelgava city municipal police – controlling functions. The sanitary service providers are all registered entities eligible to provide service I territory of Jelgava city.
