The City of Paris has implemented a new citizen participation platform. It aims to facilitate dialogue and regular decision-making so that the citizens of the Paris metropolitan area feel involved in the co-construction of projects for Paris.
This platform merges all existing mechanisms: the participatory budget, petitions, consultations to ensure better accessibility of citizens to participatory mechanisms.
This system is enriched by local consultations by territorial actors. This service also makes it possible to collect suggestions for improving public services and to give one's opinion on proposals for changes in public services by voting.
This participatory democracy platform consists in offering citizens a forum for expression, suggestions, discussions, and orientation in relation to the public policies carried out by the City of Paris. This platform must improve confidence in the participatory mechanisms through more transparency (actions are monitored and explained from beginning to end) and through the security of votes.
Thus, throughout the year, citizens can find all the initiatives allowing them to give their opinion and participate in decisions concerning projects in Paris. Citizens can also publish their ideas to improve their daily life in Paris. If their idea reaches 1,500 supporters in 6 months, the City will commit to examining it. If the opinion is positive, the City of Paris will implement the idea.
Volume: 468 ideas were submitted as part of the 2023 participatory budget, 4,200 ideas have been submitted since October 2023, 87 public consultations have been held.
Through the management of an identity repository and a Parisian account, the information on the platform is completely secure. The entire process is dematerialized (from queries to their processing).
The entire process is transparent for Parisians who are informed of the status of their proposal and its progress.
It allows for the involvement of citizens in participation and concretely involves them in the democratic process. It allows for better management of the participation policy. It is part of the 25% of the city's investment budgets that are built in a participatory approach with citizens.
This projet's source code was released as Open Source with Lutece. It will be pre-packaged and white-labelled for easier adoption and use by other public administrations through CiteLibre digital service suite.
