In a nutshell

The citizen action platform consists in proposing mechanisms to allow citizens to act for the public good in support of the action of the City of Paris and the associations.
It is a platform where associations and the City of Paris propose volunteer missions (cultural, solidarity, education) to find volunteers for all types of missions (school support, marauding, accompaniment).
Thus, thanks to this new service, each citizen can take part in the life of his or her city and neighborhood by getting involved when he or she can, according to his or her location and the type of mission of his or her choice. The site can be consulted from a computer, a tablet or a smartphone. 
The City of Paris also offers volunteer missions and training to the "Paris Volunteers", a community of volunteers (65,000 Parisians in January 2023). These volunteers work according to their availability on a range of subjects and work for the city and its citizens, both on a daily basis and in case of a crisis.

What makes the service user-centric?
This platform promotes citizen engagement while ensuring that all RGPD rules are met. The site has been audited and is accessible.
Thanks to the management of an identity repository and a Parisian account, the platform's information is entirely secure.
The whole process is transparent for the citizens who participate or get information.
The associations and communities that are allowed to submit missions are associations that are registered with the City of Paris.
What impact has the service had?
This platform has been implemented to merge two existing mechanisms in order to allow citizens :
- to volunteer for actions carried out by the City of Paris
- to volunteer for the associations that request it, for the City of Paris and its partners
- to centralize the animation of the community of volunteers in Paris, to create a synergy between the actions of associations and the City of Paris and finally
- to increase the number and effectiveness of citizen actions.
It allows better sharing of access, dissemination and understanding of the missions for volunteers and associations in Paris.
It also allows to extend the pool of participants to develop participation and citizen action.
This projet's source code was released as Open Source with Lutece. It will be pre-packaged and white-labelled for easier adoption and use by other public administrations through CiteLibre digital service suite.
How was the service co-created?
Citizen action mapping workshops and public surveys were conducted in the first half of 2020 to define volunteer profiles. The goal was to facilitate intermediation between the different actors and to make the missions more visible.
