In a nutshell

The City of Bologna new incentive (bonus) campaign for the purchase of electric bikes and cargo bikes started on 13 Sept. 2022.

Any resident in the City of Bologna or anyone who lives in the metropolitan area of Bologna and works in organisations and companies that have signed a mobility management agreement with the Municipality of Bologna can buy a pedal-assisted bicycle or cargo bike and apply for this incentive.

The amount of the contribution increases from 300 to 500 euro for pedal-assisted e-bicycles and from 600 euro to 1,000 euro for pedal-assisted e-cargo bikes. As in previous years, the incentive may not exceed 50 per cent of the expenditure incurred for the purchase.
The subsidies are liquidated, according to the order of submission, until the fund, amounting to 1 million euro financed, under the National Operational Programme  for Metropolitan Cities 2014-2020 - React Eu, is exhausted.

Applications can be submitted exclusively via SPID (National eID) in the dedicated portal, where all details can be found, steps are clearly managed and the amount of remaining found stated.
The Municipality's objective was to incentivise the purchase of a further 2,000 electric bicycles, which would bring to 7,000 the total number of vehicles incentivised by the Municipality since 2011, confirming Bologna as one of the most avant-garde cities in this field.

The initiative is in line with the Metropolitan City's PUMS (Sustainable Mobility Urban Plan), which envisages a 40% reduction in traffic emissions by 2030 compared to 1990, with the Bologna Municipality's PGTU (General Urban Traffic Plan) and with the local Bici-plan, as part of an articulated programme of actions designed to make the presence of cyclists in the city easier and safer, and aimed at increasing their number.

What makes the service user-centric?
With this new campaign, the Municipality of Bologna promotes the spread of electric mobility, starting with the use of pedal-assisted bicycles as a concrete alternative for moving around the city, involving and raising the awareness of citizens in sustainable mobility policies. Particular attention was on the response to citizens/users. That lead to a time needed to pay the contribution to the citizen of about 1 month, compared to 4 in previous campaigns.
What impact has the service had?
Six months after the opening of the call for tenders on 13 Sept. 2022, this campaign has reached its goals: 1,959 contributions have been allocated for a total of 947,000 euro, 95 per cent of the funding available thanks to ReactEU funds. To the initial one million euro, an additional 100.000 euro were added to allow the campaign to continue. On April 19th, 1.051.665,51 € were liquidated (96% of the fundings available). Now the Municipality is evaluating a new incentives up to 1.400.000 €.
How was the service co-created?
Associations of cyclists (2) and citizens (around 100) were actively involved with interviews, user-panels and working-groups, especially during the former EU Mobility Week, to draw a service that would suit their needs, guarantee equality of access (policy was: first come first served) and simplicity of interfaces. A service pipeline was implemented, as a result of these co-creation activities.
